				<title>The Brown Couch and other matters relating to shelter</title>

&lt;p&gt;The Homeless Person&apos;s Legal Service recently represented a homeless man who was charged with an offence.&amp;nbsp;He would have been remanded in custody and not granted bail, because he&apos;d been evicted from his home and had not managed to find alternative accomodation before committing the offence.&amp;nbsp; To read about this case, this &lt;a href=&quot;http://www.nswclc.org.au/OTR_2007/OTR_9/view.php.html#HPLS&quot;&gt;summary&lt;/a&gt; will provide additional details.&lt;/p&gt;

				<title>Homelessness is on the rise in regional NSW</title>

				&lt;p&gt;The St Vincent de Paul Society have just published a report by Dr Andy Marks&amp;nbsp;titled&amp;nbsp;&lt;a href=&quot;http://www.vinnies.org.au/known-territory-nsw&quot;&gt;&lt;em&gt;Known Territory: A Study of Homelessness and Marginalisation&amp;nbsp;in Katoomba&amp;nbsp;&lt;/em&gt;&lt;/a&gt;which identifies the rise in numbers of people who are living homeless in Katoomba.&amp;nbsp;This identifies a trend of increased numbers of homeless in other regional areas such as Nowra, Wollongong and Newcastle.&amp;nbsp; This &lt;a href=&quot;http://www.smh.com.au/national/homelessness-rises-in-regional-areas-20090614-c7fx.html&quot;&gt;article &lt;/a&gt;in the SMH provides a useful summary of Dr Mark&apos;s findings.&lt;/p&gt;
&lt;p&gt;Earlier this year, the NSW Parliamentary Library published a briefing paper on &lt;a href=&quot;http://www.parliament.nsw.gov.au/prod/parlment/publications.nsf/key/HomelessnessinNSW&quot;&gt;Homelessness&lt;/a&gt;.&amp;nbsp; This Briefing Paper considers the issue of Homelessness in NSW. It provides a brief overview of the key changes to the&amp;nbsp;homelessness policy that was introduced in December 2008 by the Federal Government&apos;s White Paper. The White Paper sets two key goals, namely halving homelessness by 2020 and offering supported accommodation to all &quot;rough sleepers&quot; who require it by 2020.&lt;/p&gt;
